Google play doesn’t accept my apps with API Level 28, how to change to Api Level 29 so they can approve it in playstore?

**Edit: We're working on this and it turns out to be a change on the bigger side… . This does not affect apps that are already in the Play Store until November. If you're working on an app that hasn't been submitted to the Play Store, you'll either need to submit it before August 3 (according to Google's docs) or wait a week or so till we're able to build support for this into SDK 38.**

Followup #8450 where we bumped only `compileSdkVersion` and left `targetSdkVersion` being set to 28. The decision not to bump `targetSdkVersion` was made due to some behavior changes that would potentially hit us, especially https://developer.android.com/reference/android/Manifest.permission#ACCESS_BACKGROUND_LOCATION
We also have to check whether there are no other behavior changes after bumping `targetSdkVersion` to 29.

Google [documentation](https://support.google.com/googleplay/android-developer/answer/113469#targetsdk) says that 'From August 2020' means 'August 3, 2020':

In addition to @ide ’s message here , I imagine another possibility is to create a new Expo project, copy your code across, and eject it. I have not tried this myself, though.

Sorry, but I need clear instruction since @ide wrote in Aug 3rd : “We are working on updating the Android for SDK 38 for Android 10 support this week.”
Of course I’ve tested with a new expo project but it seems not to be api29 compliant (at time of test), is there something new ?
