Can Camera and ImagePicker allow ONLY Picture (No Video Recording)?
It’s asking for video and camera and my app doesn’t want to handle video. 
If I have to detach the app, it’s going to be very challenging.
Do you mean asking for permissions on Android or do you mean something else? Just want to make sure I understand your question.

you’d have to ask google and apple to implement more granular permissions for you, because this currently is not possible with the permissions they expose as far as i know, eg: java - Camera permission without taking pictures & videos? - Stack Overflow
