Set permission request string on Android

My app is being rejected on the Google Play Store but has been approved and released on the iOS App Store.

Google tells me the reason is “Prominent disclosure not found” and that the disclosure must ‘Include at least the following sentence, adapted to include all the relevant features requesting access to location in the background in the app that are readily visible to the user: “This app collects location data to enable [“feature”], [“feature”], & [“feature”] even when the app is closed or not in use.”

The app itself only requests permissions with a string like “Allow … to access device’s location?” which definitely does not meet this requirement. Is there any way to set the question in app.json like you can for iOS with “NSLocationWhenInUseUsageDescription”?
