When I upload and try to publish our new build app it is showing error:

This is merely a warning and will not block you from submitting an APK. Just ensure all of the potential checkmarks needed are filled and you should be good to go.

I can assure you they are not blocking it because of the unoptimized APK. This release is not compliant with the Google Play 64-bit requirement - #21 by ikusei
As the post that I linked to above indicates, you’ll need to make sure all your check marks are green. Based on your screenshot, it looks like Content rating and App content (and perhaps others) are not complete.
