SDK 40 - Is uploading expo App to App store/Google play no longer a free feature?

Hi, I just ran expo:build ios which worked fine.
I then ran "Expo upload:ios: which gave me the following:

After having read the expo article and looked at the prices, it looks like uploading the app is no longer a free expo feature. Can you please confirm?

  2. Platforms(Android/iOS/web/all):

You should be able to use Transporter or Fastlane.

EAS is currently limited to people with a paid Expo account as far as I know.
